Military Suspension Denied Twice after emailing orders

I am active duty military recently moved to South Korea on military orders. I tried using ID.me to verify for military suspension on our Verizon account and it failed. Emailed my orders as instructed and got reply saying I don’t qualify and mentions state department and non-military not qualifying for suspension under SCRA. I sent my orders a second time explaining that you can clearly see I’m active duty military based in my orders. Second reply also said I don’t qualify without a good explanation. It was simply again stating that state department employees don’t qualify (I am not state department).
I was easily able to suspend service in the past when deployed and stationed overseas by simply sending orders. I’m very confused on why it’s so difficult this time.
