Taxes/Surcharges

I switched to Verizon in March. I have had nothing less of a bad experience with this company due to billing issues. I am being double taxed on my bill. I am being taxed for a town I do not live or work in. They tell me each month that my bill will reflect the changes on my next bill, but my bill remains unchanged. Doesn't this go against FCC rules? How can Verizon continue to charge me taxes for a town I do not live and work in? I was told a ticket was submitted, but I have seen zero evidence of this. I am at wits end with Verizon. Very disappointed in the way this company treats its customers.
