The 60 day unlocking policy

I have to wonder why Verizon has a policy of having their phones automatically unlock after 60 days of being activated and used on the Verizon network.  Based on the number of threads I've seen in these forums regarding either phones not being delivered or people being misled into thinking a Verizon phone will simply unlock after 60 days - I don't want to post what I'm thinking might be going on. 

This is certainly causing a lot of frustration to customers who are either having a trade-in promotion revoked because the processing department never received their trade-in, or customers who ordered a phone only to never get the package or worse, receive an empty box.  And I feel sorry for the unsuspecting people who invariably seem to be overseas who bought a Verizon phone thinking it was going to unlock in 2 months.  Why not simply keep phones locked until the customer has paid off the phone and then the customer can request to have the device unlocked?
