Transfer PIN not working in transfer request

I have a verizon account. I am trying to trasfer a line to my son so he can setup his own verizon account. The transfer request goes through but then we he tries to complete the trasnfer he can't becuse the trasnfer PIN is not being accepted. we have tried three times and it still doesn't work. Why is a transfer pin needed if he is going to create his own verizon account?

From what I could find on the website regarding line transfers and watching the video about the procedure, there wasn't anything mentioning needing a transfer PIN to move a Verizon line to another Verizon account. A transfer PIN is used to port a line out of Verizon to another carrier.
I'm not a Verizon employee, just another customer trying to help.
