Unable to login to account due to two factor authentication.

Anytime my wife as an account manager tries to login, verizon is forcing a second verification by trying to send a text to her apple watch.   We have verified 2FA is not turned on for any of the lines on the account.  

She has probably spent 5 hours already on the phone customer service.  How can we remove the Apple Watch number as a means of verification? She is not able to receive texts on there and also does not have cell service.  

Can someone please help because we've been calling multiple times a day and this remains an issue.
