Verizon Upgrade Requires Access to Non-Verizon Apartments

I received the below email from my condominium property manager.  Though I have had no trouble with FIOS in 15 years and like the service, I agree with the property manager.  It seems unreasonable on the part of Verizon to require residents who don't use Verizon to install access panels.  

Has this happened to anyone else? I think Verizon will be losing a number of customers, though maybe there are only some buildings that require upgrades, so they don't care.

Verizon recently reached out to residents about a required upgrade to their systems and has notified us that they will cut off service if they are not allowed to do extensive upgrade work in the building.  
 
We believe that there are about 20 Verizon customers in the building and to continue providing service, Verizon has asked to get access to all the apartments in the building, not just Verizon users, and to install access panels and wiring throughout the hallway and staircases.  
 
After discussion, the Board does not believe we can legally enter a non-client's home without their permission, and we will not be allowing Verizon to do this work in the building. They have said that service will be cut off as a result in May.
