Why am I not allowed to transfer my number to another carrier?

My phone is damaged and unusable. I've tried for 2 days, multiple phone calls and 2 visits to a corporate store to verify my identity to transfer my number. Verizon tells me that I have number lock activated on my phone and the only way to deactivate it is to use my phone. It's not working!! I cannot believe when they tell me this has never happened and have no way to fix my issue. Even if I was slightly thinking of staying with Verizon this experience has convinced me to never go back.
