$800 Upgrade offer

I recently responded to an $800 upgrade offer. When I clicked through on the offer, the very next screen showed an upgrade offer of $440. I chatted with a representative that said it should be $800, then he came back to say it was actually $700. How does Verizon expect me to have faith and trust in the organization when promo offers are vague, misleading and/or false? Verizon clearly knows my device, my upgrade eligibility, and the value of my device. The offer should be straightforward and simple based on what the company knows about me. As a long term Verizon customer, you would think they would have an interest in building trust and loyalty.
