Activation fee for upgrade

Why does Verizon charge a "activation fee" to upgrade an eligible phone on an existing phone line? The line is already active! Seems like customer gouging to me.
Extreemly unhappy Verizon customer!

There should not be an activation fee for an existing line of service. When you start a new line of service, then there is an activation fee ($35). Upgrading on an existing line will entail an upgrade fee ($30) if you are purchasing a discounted phone with a 2 yr contract.

Agree, there should be no activation fee for a line already in place. If you signed up for a contract, there will be an upgrade fee.
