Adding new or port-in lines to existing account

I just started a start unlimited wireless account which I've paid $40 activation fee. If I transfer another line from other service to my account or create a new number for new added user to this account, do I have to pay another $40 for each user?

Yes, for each line you add either by adding a new line or porting in a number from another carrier.
