California Wildfires

We were evacuted on Aug. 18th and returned on September 7th. Up until this evening,  we've been without wifi/cell service in our area. Will Verizon provide data usage relief for those evacuated from Santa Cruz County?

I also have a question about this issue if my billing address is in ct but I am and have been in the disaster zone for about a month now will I be able to get the Verizon benefit and my phone will stay active?
