Call not going through, announcement 5

I was able to make calls to a certain phone number before but now, when I make the call, I get the announcement 5 error not allowing me to reach that person. We are able to send text messages to one another but I can't call the number. Please advise on how to fix this issue. I've tried blocking my number to see if I can call it and it's the same issue, I attempted to reset network setting, issue persists, Cleared cache, deleted number and reset my phone to factory and issue persists.

Getting the same error calling a Verizon android user.  And I know I’m not the only one.
