Can I sell my Verizon phone on promotional billing credits?

If I sell my Verizon iPhone XR to someone else, will I still get the promotional billing credits? They give me $15/month for 24 months. So I'm only paying $5/month.

Credits are tied to phone line, not phone. It's just really sketchy to sell a phone that isn't yours.
