Can't make calls to support. Device was supposed to be unlocked but wasn't.

I have a Galaxy Note 8, that was payed off ages ago. According to Verizon's website devices are automatically unlocked after 60 days. Assuming this to be true, I switched carriers yesterday, but can't make calls. When I contacted the new carrier support, and gave them the IEMI, they said the device was still locked and to contact Verizon.

 

The Verizon online chat doesn't work as it says, โ€œLooks like this isn't a Verizon Postpay number. For help, please contact us at 1-800-922-0204.โ€ But I can't make calls with the phone to contact them. I tried โ€œSupport requestโ€, but it doesn't work displaying, โ€œLooks like something went wrong. We encountered an error while processing your request. Please wait a few minutes and try again later.โ€

 

How do I get hold of support to unlock my phone?
