Cancellation preventing me from Upgrading

I cancelled an order over a week ago.  I still cannot upgrade the line.  


The person on chat tried to convince me to upgrade a different line and then switch it over.  I do not want to do this because of all the issues I've already encountered.


I've spent hours on the chat and phone with Verizon over this.  I'm ready to switch to a different carrier.  This experience to give Verizon $1000 for a new phone has been awful.  


Is there anyway to fix the status on the line back to upgrade eligible after an order cancellation???
