Why is it, when I have a problem with Verizon I have to talk to someone overseas? If I’m in the United States I should be talking to a representative from the United States. I’ve had problems with representatives from overseas change my account without my permission, hang up on my because it was minutes from their quitting time, ask for to much personal information, say they’ll call you back and never do. All because Verizon is trying to save a buck. Honestly Verizon has the absolute worst customer service I have ever seen.

You answered your own question in your post. Unfortunately, a lot of companies now use overseas call centers because US call centers can't compete with the overseas ones. I will say that the quality of customer service provided by Verizon does need work though. While I've also had to speak with someone on the other side of the world with other businesses, I've certainly had better experiences elsewhere with those other folks too. (Except for the one time I was talking with someone, and then I literally heard snoring. No, it was not Verizon's CS, thankfully, but just goes to show one can have bad CS anywhere!)
