Yesterday (Oct 4, 2023) I was sitting on my home deck and my iPhone had 1 bar Verizon service showing when the Emergency Alert System test was supposed to happen starting around 2:20PM ET. I never got the alert and I verified my phone settings were set up to get alerts (Emergency Alerts = on).
I read today that the only reasons a mobile phone would not get alert was if was off, in airplane mode or out of range of tower. For at least an hour after 2pm my phone was on, not in airplane mode and showing 1 Verizon bar so I assume I was in range of a tower.
This could be a safety problem for me if in fact the Emergency alert was not a test . Can Verizon explain why alerts were not receivable by my phone. I have had poor service in and around my home and Verizon can never help but I would hope that an emergency alert could make it to all of its customers no matter the signal strength !!!

Wireless Emergency Alerts (WEAs) are free wireless notifications that are delivered to your mobile device as part of a new public safety system provided by Authorized Senders. They are designed to inform you of imminent threats to safety or missing persons alerts in your area.
In order to receive WEAs, you must have a compatible device and be located in an area (e.g., county) targeted by Authorized Senders to receive the alert. Please review the link for additional information: https://www.verizon.com/support/wireless-emergency-alerts-compatible-devices/

My phone (iPhone 8plus) is on the compatible list, so that is not the reason for missing alerts. I would doubt my county (Trumbull county, Ohio) would be left off the list.
What is Verizon doing to assure all its customers can get these alerts by fixing there network coverage?
