Formal complaint: failure to unlock phone to port number twice!

Despite 5 hours of my life I will never get back, 20 employees, countless departments, and a supervisor assuring me it would get fixed, I get this response to a ticket that was placed two separate times.
Your request to have your device unlocked has been reviewed. Unfortunately, your device is not eligible to be unlocked at this time. Your device is scheduled to automatically unlock 60 days after your purchase/activation date.
If you purchased your device as a part of a monthly payment agreement, you have the option of paying the remaining balance off from a Verizon Retail Store and resubmitting the unlock request prior to the scheduled unlock date.

Keep in mind that your Verizon SIM will work while making calls to or traveling internationally.

The phone is 7 years old and has been active for 7 years, yet it is SIM locked by verizon and nobody in the company has any idea how to unlock the phone so I can use it with a new provider. Instead this is the response.

I know I would have the same frustration if I had a 7-year old device that was still showing as carrier locked, Customer271. It is a bit odd that you keep getting this response when we've submitted an unlock request for you. We'd like to take a fresh look into this issue and see what could possibly be the hold up. Please be on the lookout for a private note from us for assistance.
