Forwarding calls to Google Voice goes straight to VM

Hey folks,
I have had Google Voice for years on my cell. I currently have a VZW Galaxy Flip 4. I also run Google Voice on an iPhone 13 (work phone) on ATT. If someone calls my Google Voice number both phones ring.
I am going to go to Europe for about a month. I want to avoid paying the $100 per phone to VZW for their travelpass. I was going to buy a SIM card in Europe and use a local plan.
My thought was to forward my VZW cell to my Google Voice number. (tried both *72 and *71 method) With a European SIM, I figured Google Voice would still work over data and I'd get my calls. So to test, I forwarded my VZW cell to my Google voice. Turned off my VZW phone and call my VZW cell from my landline at home. It goes straight to my Google Voice VM. So the call forwarding works, but for whatever reason it is going straight to Google VM. I was expecting my iPhone to ring on this test.
I have a few friends over there now but they all have T-Mobile and they are telling me it is much cheaper for them to have international calls
