We have no phones on payment plans any longer, have S5s and could use new phones for two of the lines. At $899 for each S10, the cost to upgrade is prohibitive and frankly it's difficult to view all the "deals" out there for new customers, but very thin offers for those of us who stay. Right now the best deal for current customers requires that I would need to both upgrade my plan to "unlimited" and add a line of service to get a BOGO deal, but I don't need another line.
I'm well aware that I can cancel any of our lines. Yet, I want to keep my current number. I'm also aware that I can port out our numbers to Google voice and move or connect that number to new phones, just as I could port out our current numbers to a new carrier.
Can I add a new line of service as required for the BOGO for two new devices, then swap phone numbers between old and new lines, then cancel the old lines? It seems like I should be able to do that legitimately since I own the phones and the numbers, but I also don't want to do something that Verizon wouldn't support.
If not, I'll stay with Verizon until our phones give out or another carrier entices me enough to move. I appreciate your responses and thoughts, but please don't suggest I buy cheaper phones when I could move to T-Mobile right now and get a BOGO on the S10. The problem is...I really don't want to leave Verizon, but 'seems like that's the only way any more to obtain "deals."

I am happy to go over some details with you. So we're on the same page, can you clarify by what you mean by swap phone numbers between new and old lines?
You certainly can activate the new equipment on an existing mobile number on the account, but you would need to keep the line that is getting the monthly credit active. Below is a link with details on how to change devices:

“Line” and phone number are the same thing. You cannot add a line and change it’s number to your old number. NOT POSSIBLE.
You might keep an eye on when new phones are released Both Best Buy and samsung has deals for preorder.
You also might consider the gently used market I bought 2 pixel 3 XL in January for $300 off on swappa.
You can't cancel a new line on a BOGO deal till around 6 months or else you give up promo credits. Best choice is doing the Google voice port out then back in.
I mean realistically what's a $30 activation and porting back in compared the cost to a brand new phone?
Just another thought, I bought a oneplus 6t for AT&T and tried it on Verizon this week. While I could not enable WiFi calling, everything else worked beautifully.
The 6t is half the cost of Samsung. You can see one at a t-mobile store.
You don’t have to upgrade with the carrier, you don’t have to pay $1,000 for new phones, if you think outside the box.

You asked me to clarify by what I meant by "swap phone numbers between new and old lines"? I think I may have misspoke, so I'll try to clarify...
We would like to utilize a BOGO for the S10s. It's my understanding that we would need to initiate a new line in order to qualify for the BOGO. One S10 would need to keep the line that is getting the monthly credit active -- that would be the new line. And that phone would have a new number too. The other S10 would, as you say, be activated on an existing mobile number. So now we have 4 lines (we currently have 3). Are we on the same page?
At some point, we will cancel another line, but NOT the new line which is required to stay within the BOGO offer. So we will be back to 3 lines. It seems like this is totally legitimate. That would put us back in the position of being in contract for another 2 years with Verizon. Right now we have no contract, but we also have no incentive to stay.

We also have programs like the Verizon Up Device Dollar Rewards, Device Payment Programs, and Trade In Program so that you can use those tools to get a good price as well. Swapping numbers the way that you are suggesting does get a little tricky because in order to receive the BOGO offer, the lines would have to remain in tact. Have you signed up for our Verizon Up rewards program?

I was under the estimation that you could port in a number to Verizon. So, for example, if I port out an existing number to Google Voice, I can then port in that same number to my new line. But maybe you're right in that I can't change the phone number on a new line while under a BOGO limitation? None-the-less, you're right in that line and phone number are not the same thing and I erred on that account. I appologize.
Thanks also on mentioning that Best Buy and Samsung are offering deals. I have been looking at unlocked, refurbished (both GSM and CDMA operative), S9+s with the idea that we could go to any carrier with that setup. I'd still like the S10 from Verizon, but if that's not going to happen, then I can carry my own phones elsewhere.

The Verizon "Trade In Program" offers virtually nothing for a S5, so thank you but we have no phones of value to trade in. And the Verizon Up rewards program doesn't apply, at least not what I've seen, to phone deals that are not available to long-time customers. I am not playing games with phone swaps nor am I pseudo-threatening to leave. I'm just stating my case of dissappointment and what I believe is necessary -- specifically moving from one carrier to another because deals are premised on new customers. Thank you for your suggestions.
