Home appointment with Technician last 15 minutes

I was told that I would have two free home visits in a year. I just scheduled the first one and when the Tech, Porcia walked in, she inofrmed me that she could only stay 15 minutes. She said that was the terms of the agreemant. That is insane to think that any problem can be resolved in 15 minutes. She wound up staying longer, but Verizon  pulls a "fast one" on us by telling us that we can get these free visits.

Then I called the Tech and the gal could not  fix the problem after an hour, so she said that she would have a Tier two tecnician contact me back within 30 minutes. Of course, no one ever called me back!.
