How can I permanently turn off call waiting?

How can I permanently turn off call waiting? I had it turned off on my previous phone and now that I have a new one it's back again. Last time, I turned it off on the myverizon web site, but I can't find a way to do it again,

You can only disable it per call by dialing *70 then the number you are calling.

I have heard conflicting reports on removing it permanently.

This is the most annoying feature.  There's nothing worse than having a conversation interrupted by a lot of beeping.  I've had conversations interrupted multiple times.  It's rude to the person you're talking to as well.  No, I don't want to have to dial *70 before every call.  I wish I hadn't gotten a new phone because I was able to disable this feature on my old phone.  I'm thinking about returning the new phone if Verizon will take it back.  Who decides what is an "essential feauture"?
