Does it cost to receive international phone calls with Verizon? or Does it just deduct regular minutes? and is receiving international calling free between 9pm and 6 am/weekends?

Receiving an international call will go towards your minutes. Yes it deducts from your regular minutes. You could call after 9pm or weekends and that'll go towards your free minutes.

Receiving an international call will go towards your minutes. Yes it deducts from your regular minutes. You could call after 9pm or weekends and that'll go towards your free minutes.

As this is no longer a correct answer, can we get an updated answer re: charges incurred when an international call is received? And specify if charged even if the call is not answered?
To clarify, I refer to calls received when the phone owner is IN the country and a call is received FROM an international number from somewhere that their plan does NOT cover.
