Is there a way to speak to a live agent if my app won’t let me and my service has been interrupted

I paid half of my payment required payment to continue service and made a payment arrangement to get the rest of my payment taken care of, is there a way to speak to a live agent if my service is still disconnected? I understand it is my fault that my service is interrupted but I really need my service as I am going out of town. I’ve paid all I can and I’m not able to get ahold of an agent.
