Is there any way to chat with a verizon agent somewhere else if my app wont let me because my services have been disconnected

I have some concerns about my bill balance and want to speak with someone before making a payment. It's practically impossible to get a hold of ANYONE from Verizon, simply because my phone is disconnected.  It just doesn't make sense to me. How can I speak to someone ?
