Loyalty Discount Expired

Is this normal to have a loyalty discount that was only for 2 months and then it expires? They told me that I shouldn't of had the discount. So 15+ years isn't loyal enough? Just seems like poor customer service to offer a discount and then tell the customer they don't qualify or is this normal that those discounts only for a couple of months?
