No daytime data service

For the past 2 to 3 months I have had essentially no data service at our cabin during the day. After 10 PM and before 7 AM its plenty fast. But during the day there is no checking the weather, downloading a picture message and sometimes no making calls. I did a speed test a few minutes ago and had 2.7 mbps, which I don't believe is very good. The zip is 54819. What is going on?
