Poor Service...Upgrade

I just called customer service to report poor call service over the last 6 or so months and they told me that the solution was to upgrade my data package because I am on the lowest level unlimited service. So according to the person I was talking to verizon cuts the phone service according to the data package that you have. I think that after many years of verizon service it is time to switch services. 

Correct me if I am wrong but has verizon given up on customers?
