Porting phone from Verizon to FirstNet

Purchased Samsung Xcover Pro from Samsung Business approximately 12 months ago. Was purchased with Verizon SIM, was activated on Verizon, worked fine. Became eligible for ATT FirstNet. Contacted Verizon to outport number. Verified outporting was completed. Installed activated Firstnet SIM. After reboot phone displays "Change Carrier, Sorry, your device can't be activated on another carrier's network right now. Been round and round with Verizon and ATT. ATT top level tech support says phone is still locked, Verizon tech support and Verizon store says phone is not locked. I'm about to contact FCC.
