I had recently upgraded from 8Gb to 16Gb of data. I had 7.98Gb left the day before my cycle ended. Why didn't the 7.98 roll over? I should have 23.98Gb.

First, VZ fixed my problem.
Glitchedpixel, we had been out of our 8G data for over a week. VZ sent us an offer we couldn't refuse. We doubled out data plan right before our new billing cycle. The 7.98 of data we didn't use, because it was only a day, didn't originally roll over. VZ made it work so all is good. Thanks for your reply.

A plan change wouldn't have been needed and worrying about carryover make little sense.
With that little amount used after the bump to 16, safety mode would have been the better option. Considering carryover only works when data is out, you wouldn't have even used all 16 to use carryover anyway. This is assuming you stayed on the 16GB after the new cycle.
