Solution to Poor Service...Upgrade

I was on the phone with customer service and they told me that since I was having phone call issues that I needed to upgrade my service because apparently the phone service is directly tied to the data plan. This is upsetting to me because I want unlimited service but I don't need the best unlimited service and my phone not having any bars shouldn't have anything to do with my data package. 

Correct me if I am wrong but Verizon doesn't care about providing good service any longer.
