You can go into your "Gallery" or "Photos" app, click the picture and hold, wait for options, click "Details".

That works for the pictures which I have taken but I'm looking for a picture that someone has texted me. When I go to "details" in the text message it shows the time sent. When I download it and hit "details" it tells me when it was downloaded.

In rare cases, you can download the picture to your PC and check the information. It's rare to find that information still attached, though.
