That depends. Are you talking about turning it off to avoid paying for it or turning it off so that it can't be used?

Short of using prepaid to limit data without overages, or turning off data by hand on the phone, Verizon FamilyBase or third party parental controls are about the closest you can get to turning off data for a line.
Keep in mind some of the repercussions for turning off data, include:
- Inability to send or receive MMS (Picture / Video).
- Inability to use Find my iPhone or Android Device Manager to track and erase a lost or stolen phone
- Inability to use mapping features in an area where mobile signal is available but Wi-Fi is not, to find the way home.
- If the phone is never connected to Wi-Fi, inability for the phone to receive PRL / Carrier File updates on LTE devices. This will affect coverage and network performance with the phone over time.

I think FamilyBase is what I need. My kids always use tons of data, and I need to be able to turn theirs off when they get close to the limit. Thanks!
