UPS Lost my trade ins and will not file a claim even though they are the shipper

UPS lost my two iPhones and Verizon said I have to file a claim. However, UPS said we are not the shipper because we used a prepaid label. They said VERIZON IS THE SHIPPER. The customer service rep kept reading a script over and over saying the process is that we have to file a claim with UPS. This is INSANITY.
Please help!!
