Unable to reach live agent

I have been trying to reach a live agent for 2 hrs now. My phone was suspended for non payment, in which our bill was extremely high, we were billed for several things that were not approved and it's saying we cannot reach a live agent without some sort of payment. This is highly inexcusable. I should still be able to reach a verizon customer service rather my account is suspended or not. But the fact that you make it only optional to pay a bill (in which is incorrect) is robbery! Why should I have to pay for something that I shouldn't have been billed for in the first place. the fact that any company makes it impossible without throwing money at a company first. Is quite disappointing. We have had issues with Verizon since we signed a contract with the company and this is how we are treated? Only good enough if we pay you? Explain why I should have to fork out money before being able to speak to anyone? Especially in this economy, no one has that kind of money. I've tried every option including dialing 0. Thousands of dollars for service I cannot
