Upgrade Deal Expired without notice

We received an email with upgrade options. I chatted with someone to ask some questions. I did not get a lot of clarity. So I spent time researching online, calling people to get answers, etc., and finally made a decision that we wanted to go ahead and upgrade. I sit down to do it- no longer available. Not even close. I reach out via chat. The first person says they can help me. They understand how frustrating. etc etc. Then they transfer me to sales, and I am offered today's terrible deal. I have been a Verizon customer for about 10 years.
1- Why do they make these deals so hard to understand? I was so afraid I would do something when I changed a plan that would nullify the free phones, that I asked about the wording twice. The last person I spoke to said she wasn't sure what it meant, either. I also got different answers from different people.
2- Why don't they put an end date to these specials? Everywhere else that I shop tells me that the price is good until xyz date.
Although we have been loyal for years, this is enough to put me over the edge. We plan to test run some other carriers.
