I contacted a regional VP for help, since he helped me before. Service throughout this large city's suburb is poor - always has been. Anyway, I thought you would enjoy his office's response (I removed the suburb's name):
"Our network team is aware the <suburb> area is a Variable Coverage Area."
I've been dealing with a half-dozen companies' customer service departments all week (some get As, others get Fs). This one gave me a laugh.
