I am concerned with my daughters website visitation. She is savy enough to clear the history on the browser, so I have two questions.
1. How long back does Verizon keep stored the websites she may have visited.
2. Is this only available via a privetely hired lawyer and a subpoena?

Maybe she shouldn't have a phone if you can't trust her not to go to "bad" websites. Verizon is not going to give you list of websites she visited.

Website history is logged for atleast 90 days, and can be released if a subpoena or warrant is issued

if i am not mistaken since you are the owner on account you should be able to see what the users on your account are doing you can use a family safeguard on her line possibly buy remember if she goes through your modem and not data then you would need to look into a family safeguard for that
Personally unsure of her age but if she cant listen a flip phone with no internet may be what she needs to learn a lesson
check into offered add ons for verizon and for whoever you get internet from if its your child you may be able to get some help as account manager not sure though if she is using others internet etc
