Do you have a Canada plan?
Canada is not part of the USA and Verizon does not have towers in Canada. Using your phone outside of the USA is considered roaming and is subject to per usage charges.

I did not have a Canadian plan. Can you get that temporarily as we only go there one weekend per year?

You certainly can. Or you could just turn off mobile data on your device and use only WiFi for data needs. Of course, on an iPhone, your iMessages will send as text messages and present a different charge.
