retest - 2.86 Mbps download and 0.14 Mbps upload. This is on a Verizon Galaxy S3 SCH-I535 Android 4.3
retest - "network communication issues" (phone shows 3 bars of 4G LTE)
retest - 1.39 down, 0.14 up
I think Verizon is having problems in Minneapolis.

Let's get to the bottom of this speed issue cgard1! Please share your ZIP code and we'll check on it! Also, are you running these speed test inside a building (home, office, school)? Do you get different results outdoors? How far do you have to travel (miles) to get higher speed tests?

I am running the speed test app by OOKLA on a Samsung Galaxy S3.
What I have found is that indoors or outdoors does not make a difference. It is very slow when I am at my office zip code 55436, it is also slow at home zip code 55128. Other locations as well - typically the speed test tells me what server it is connected to and the Minnetonka and St. Cloud servers seem to be the slowest.

I work in the 55402 zip code and on OOKLA my download is .58 and upload is 2.38. I get 4G in my office downtown Minneapolis, but I pretty much always have only 1 bar. I can barely watch a you tube video or even listen to Pandora. Facebook app and Instagram app are slow as well. I have a Samsung Galaxy S3. Everyone else around me has no problem whether they have verizon or not, 4g or not. When I go up north I can't even get 4G even though the verizon coverage map says I should, I am lucky to get 3g and 1 bar in the 56672 zip code. Relatives with AT& T and the same phone as me get 4G all the time in that zip code. Getting very sick of paying for something I am not receiving.

Let's get to the bottom if this! I definitely want you to have the fastest speed available in your area.
I checked the coverage on the 55402 area and I show great coverage. In the 56672 area I do see that it is in an extended area and you may see service fluctuate between 3G and 4G. Try removing the sim card for a few minutes, insert and retest.

VERIZON, include Iowa 50322 in this(IPhone 5S). Ever since the NEW and IMPROVED XLTE service has come out my performance has been cut in 1/2 or worse. Before XLTE it averaged 6-8 down now it averages 2-4, Before XLTE it averaged 2-3 up now it averages 1+ up.
1. My tests before and after LTE all use the same server in the Chicago area.
2. The includes multiple locations. Even the performance next to a tower has decreased 50%.
3. This is using 100's of tests on OOKLA since October 2013
To dismiss it is a device issue I was everywhere from Clymer, PA to Pittsburg, PA this last week and the phone speed tests were great it averaged 15-20 down and 8-10 up. **These also used the same TEST server in Chicago and it is farther away from PA.
So Verizon, what is your line today?

I'm having the same problems and don't see any resolutions in any of the posts about this issue.
I'm in zip codes 19146 and 19104 and I'm seeing download speeds of 0.74 -- 3.2 mbps and upload speeds of 1.13 -- 2.4
I'm on an iphone 6s and using Ookla speedtest.

This is a major problem nationwide.
Last week sitting at the Atlanta International Airport waiting on a flight, Ookla Speedtest was showing 0.04 Down / < 0.00 Up. This is my first time to check the network speeds since first purchasing a 4G device. I was trying to get a 10MB e-mail attachment to review during my flight. I couldn't get the attachment (the download kept timing out) so I ran the speed test to see what was going on.
Right now, sitting at LAX waiting on a flight to Tokyo, the Ookla result is 0.23 Down / 0.09 Up.
These are abysmal speeds. At the price you charge for 4G service and smartphone use, we (the customers) deserve better. It took me 10 minutes just to login and post this message.
Coupled with the major issues I'm experiencing roaming internationally, this is the first time in my 10+ years with Verizon I'm considering moving to a competitor.
I will keep testing as I move around the country, and I will give you a couple months to fix these issues before I make a change.

Of course your speed is slower at an airport there are thousand of people there all trying to connect. Why do people not get mobile data is SHARED resource? It's not an infinite resource. Bandwidth is extremely limited with mobile. People just don't want to accept that for some reason.
Even with XLTE the max bandwidth is 150 Mbps that TOTAL shared with up to 400 users. Which there is likely to be more than 400 at an airport. Do the math, 150 Mbps divided by 400 = is .375 Mbps. On devices that can only use the 700 MHz spectrum, it's half that.

In fact the airport situation is worse than you realize. I was sitting in the terminal where there happened to be 3 747's boarding. They hold just a tad under 400 passengers each. If you consider all the other terminals and all the people nearby, I'm betting the bandwidth is shared among thousands, maybe even tens of thousands in an area like this.
My point isn't invalided by this fact. The extremely (if even nonexistent) usable network speed is a recent event. Up until a month or two ago, I would always choose to use my Verizon 4G devices (I have 3 of them) over the airport WiFi because I could always count on it to get my work done when the airport WiFi is almost always a joke. I spend more time trying to connect to it than actually working.
Since first adopting 4G, I've always had good experience with it. Even in clustered areas like airports, I could always get all my e-mails out, receive all of the attachments, etc. within just a few minutes. In the past two months, I've hit 5 major airports: ATL, DFW, LAX, MSP and IAD. The story is similar in all of them. 1/10th of what I could get just 2 months ago in a speedtest result.
If you couple this information with the other complaints seen on the community forums here and other places, it points to a more systematic problem than *my* understanding of how wireless technology works.
In the end, I pay a lot of money to Verizon, probably more than most especially with monthly global roaming charges. I want what I previously had -- reliable service -- not a know-it-all wireless technology explanation.

I am having the same issue at the new place I am renting. Absolutely the worst network speeds and performance I have ever had in years! My signal is never over 2 bars and at somewhat rare times it will switch over to 3g. My speeds range from 0.3mbps which I am getting currently to 4-5mbps. These speed results fluctuate like crazy because my phone can barely even realize my location which I am sure is screwing with the network speed and connection like crazy. I live in Northern Minneapolis (55412) not far from the edge of Brooklyn Center. I have run speed tests many times, but never have I had the phone struggle to track my location inside and outside, and be provided such consistently terrible speeds. When speed testing I have often had it say the closest location to test is in whole other states!
I can go less than a mile from my house in any direction and my signal is full 4g with typical high speeds. How can my neighborhood be such a dead zone? How come my phone cannot even track my location here?
