Did you change your plan mid-billing cycle? Did you make the change take effect at the beginning of your current billing cycle? Have you use more than 10 GB of data on your hotspot this billing cycle both before and after the change. Have you used a total of 22 GB of data combined on your phone & hotspot this billing cycle both before and after the change. The answers to these questions would help in determining any possible reason for your problem.
