cancelation fee for services on paid off devices...

I have canceled my Verizon  service after 11 years of being overcharged. It's my fault for staying on so long. I have legitimately paid off all three of my devices, tablet/phone/watch and have no contracts in any other capacity. My billing cycle ends on the 8th of each month and begins the 9th. I have finally been able to cancel all services through Verizon today (10/5/2023) a few days before the start of my would be next billing cycle. 

However, I am being told there is a fee in my "next billing cycle" of $18.00 for "canceling services before the end of the billing cycle." I am unsure how this is legitimate, considering my devices are paid off. Can anyone help me out? I merely have to pay my last bill of $201.61 for the three devices that have all been canceled and moved on from. 

Is there a way this fee can be wavied considering the iligimate nature of it? The guy representing Verizon simply couldn't admit that I was being charged a fee for leaving. I've heard of "admittance fees" but never a departure or leaving fee. Regardless of what the company states, that is all I can see this is. Seems a bit vindictive if not money grabbing to me. If I can just have the fee waived I'd be fine. I belive it's fair and fine enough that I simply pay my last bill without such a silly fee.
