dropped calls, connection issues for past three months

I've had multiple issues with not being able to make or receive calls. SOS at the top. Constantly going to verizon stores and doing chats. I changed my phone to an iphone 14 and still same issues.
Have not had problems for years but now can't even have a functioning phone for more than an hour.
They tried to install a new esim and nothing.
What can be done?
