iPhone 13 Pro Hotspot Speed Variation

My iPhone 13 Pro hotspot speed variation is very disruptive. I am in a rural area with a Verizon tower within about 6 miles, and use my hotspot for work. I have a cell signal booster, and typically cell strength is in the 3 to 4-bar range for LTE and sometimes 2 bars for 5G. I am seeing typical speeds of 8 to 10 MBS downloads and 5 to 6 MBS uploads. However, there is a huge variation in upload or download speeds. It seems to be random. For example, I may be getting 30 MBS uploads and <1 MBS download, or < 1 MBS upload and 10 MBS download. I can cycle the hotspot off and on and sometimes it will get me back to typical speeds, but most of the time, I have to power down my iPhone and power back up to get back to typical speeds. I typically have the iPhone within 2 to 3 feet of the signal booster output antennae and 2 to 3 feet away from my computer. Starlink is not available here yet, so I need to make this work for a while. Any ideas?
