my bill pay was used to pay someone else's verizon bill

I noticed I had two payments to Verizon each month for the past 6 months.  One of them was my phone number, I had set up on auto pay. The other was to another phone number for someone in my town that I don't know.  His account number was the one my bill pay account.   My bank says that Verizon made a mistake and casued this to happen.

is this possible.  How can Verizon change the account number on my bill pay account?

One payment went to my account.  The other went to another person's account!  his account number was posted in my verizon bank account.  Somehow,  his verizon account number was entered into our bank bill pay.  The bank officials are saying that verizon did it.   I didn't use bill pay to pay my bill, it was on autopay.  so we don't know how the number got into our account.
