"...your call cannot be completed as dialed." error message

I keep getting the following message when trying to dial contacts in Utah, dialing from California. "Welcome to Verizon Wireless, your call cannot be completed as dialed. Please check the number and dial again. Announcement 4404 location 31069."
Can anyone explain this error message?

Have you verified you are dialing the full ten digit number in either the format of xxx-xxx-xxxx or +1-xxx-xxx-xxxx with the correct area code?

Yes, I've dialed correctly ... it seems to be intermittent.

This is certainly strange to hear as you should not be having issues with dialing to an area code. When did you first begin noticing this issue? Do you have any issues when contacting individuals in any other state or area code for dialing?

@Dlamaggi Being able to make and receive calls is a priority. I certainly want to make sure everything is resolved for you. Are you having problems calling any other numbers? Ensure the number is dialed correctly. If needed, use the dial pad to redial the number rather than selecting a contact or speed dial. Please let us know if this helps.
