when receiving a call, and number is saved to phone contacts, how do I automatically save them to google contacts?

You need to select your Google/Gmail account as the place to save the contact. If you save it to the phone only contacts, it will not sync up with your Google account.

if you sync contacts between devices, the number should be added to g-contacts.

You actually need to go to Settings>Accounts>Google. From there you can set to sync contacts.
