What is Verizon Mobil Protect? I did not ask for it, but it is on my bill. I presume it is insurance and I wonder whether it is worth the $17.50 per month per phone. Advice, anyone?

You should always be billed accurately. Yes, it is for insurance on your device, and it is completely optional. Personally, I swear by it since my device is on a Device Payment, plus phones are more than the cost of a laptop.
