Voice call function on 4G phone not working after 3G shutdown

Hello all.
I'm using a rooted HTC One M9. I know that I need to upgrade but my M9 has always been reliable and it's highly customized which is why I'm struggling to let it go. Finding a suitable replacement is proving difficult, but anyway...
When I try to place a call, it says "DIALING" for about 10 seconds and the call ends. It never rings on the other end. Inbound calls go directly to voicemail. I can still send and receive SMS/MMS and mobile data seems to be working normally, just no voice call function.
I'm aware that VZW shutdown their 3G network on December31. Though my phone is old, it is 4G so it shouldn't have been affected, right? Well, it's an awful suspicious coincidence that the last time I used my phone for a voice call was December 30, the day before they shutdown 3G and as of yesterday afternoon, I can no longer make or receive calls.
Any thoughts or suggestions for troubleshooting would be greatly appreciated. Thank you.

I had the same issue with my Blackberry Keyone. No calls in or out, but data and texts were ok. Like you, I assumed my phone was already using 4G and thought nothing of the 3G discontinuation.
Under Settings > Advanced Calling, I turned on HD Voice and now I can continue to make calls.
I believe the HTC One M9 has a similar feature. Hopefully this works for you (if you haven't already given up and bought a new phone).
