Why Am I Seeing A "Software Download Complete" Message?

I have started getting this popup box with no explanation in Windows 10:
A web search, followed by a search in this forum, suggests it is likely Verizon software of some sort. I do have a Samsung phone through Verizon, but there is no indication that this box is related to Verizon or my mobile phone. How can I check to make sure this is a bona fide Verizon message and not a Trojan horse?

What device is this on? Is your phone connected to this device?
To be honest, that looks more like a a notification from Windows for the Windows OS update.
